Working around blocks

Is there a way to set up a computer (that already has certain features blocked for security reasons) for a (supervisor or such) to temporarily access these features.

But still keeping those features blocked from other users when they log on.

Also without this supervisor becoming Administrator of the machine. I don't think a user account would work because to have this access I think they would have to be the admin????

Yes, talk to your system administrator and ask them to give you admin rights.

After that, well that's the reason it's locked down in the first place.

So there's no other way apart from admin rights?

Only admin can access that which is not available to general users.
